우리가 부패와 결별하지 못하면 복지국가도 헛된 꿈일 뿐이다. 한 해 100조원에 이르는 복지 예산을 가난한 계층을 위해 제대로 쓰려면 복지 전달 파이프를 관리하는 공무원이 깨끗해야 한다. 공무원이 맑아지지 못한 상황에서 복지국가로 뛰어드는 것은 국가의 자살이나 마찬가지다.
국민이 공무원의 신분 보장과 특별 연금 지급을 반대하지 않는 것은 그들의 청렴과 공정이 전제됐을 때만이다. 대통령과 국회는 대한민국을 깨끗한 나라로 만들기 위한 결단을 내려야 한다. 김영란법을 원안대로 부활(復活)시키는 것이 그 첫걸음이다.
